NEAR Mints 89,517 Tokens a Day — on November 2 It Votes to Cut That to 57,291, and 4.9470 Decides 5.45 or 4.25

NEAR's HSP-029 would cut the issuance cap from 2.5% to 1.6% over 24 months. A supermajority vote closes November 2, moving 89,517 daily tokens to 57,291.

Coin presses in a mint coining hall — NEAR's HSP-029 issuance cut and the 4.9470 level

NEAR issues about 89,517 new tokens every day at the current 2.5% cap. On November 2 at 16:48 UTC a House of Stake vote closes that would take the cap to 1.6% across 24 months and cut daily issuance to 57,291.

The proposal is HSP-029, authored by Sal Ternullo (SVRN) under the Economic Governance track, and it needs a supermajority. It changes exactly one number: the maximum annual protocol issuance. The 90/10 split between stakers and the treasury stays exactly as measured. No new emissions mechanism, no redirected validator reward, no oracle, no administrator.

One number, one date, one supermajority

The ramp is written as cap(t) = 2.5% − 0.9% × min(t, 24) / 24, interpolated per epoch. In plain terms the ceiling falls about 3.75 basis points a month for two years. Month 6 gives 2.275%, month 12 gives 2.050%, month 18 gives 1.825%, month 24 lands at 1.600%.

Ratification changes nothing on its own. The proposal builds in a full quarter of grace, then requires a specification, an implemented and tested protocol upgrade, a release, and adoption by validators. The House of Stake can ratify. It cannot bind the validator set, which is a separate decision the proposal page states plainly.

89,517 tokens a day becomes 57,291

At 2.5% the network creates roughly 89,517 NEAR every day. At the 1.6% target the number is 57,291. The difference is 32,226 tokens that are never issued, every day, and at today's 4.717 that gap is worth about $152,000 a day.

The proposal totals what is never emitted rather than what is spent: 11.8 million NEAR over two years, 0.86% of supply and $51 million at its $4.30 reference price; 24.5 million over three years, 1.74% and $106 million; 66.1 million over six years, 4.36% and $284 million. Nothing in that column is bought. It is simply not created.

It also prices the delay. The proposal puts every month of waiting at roughly $4.7 million of emissions that could have been avoided, which is the case for closing the vote on schedule instead of reopening the design.

Who pays for it: 5.268% becomes 3.372%

Ninety percent of new tokens go to people who stake, so a lower cap is a lower yield. Using the staking ratio measured on September 22, the proposal models gross staking yield falling from 5.268% to 3.372% at the target rate. That is 36.0% of compression. Delegators keeping 5% commission move from about 5.00% to about 3.20%.

The per-holder arithmetic is small and disclosed. A staker holding 1,000 NEAR ends year two with roughly 20 fewer NEAR than under a permanent 2.5% regime, and needs NEAR to be worth 1.66% more, or 7.9 cents at $4.30, to be exactly whole. The breakeven price move runs +0.434% in year one, +1.827% in year two and +3.770% in year three.

Non-staking holders get the whole supply reduction with no offset. That is the trade on the ballot: a transfer from stakers to non-stakers, sized in single-digit percent across three years.

Validators, Solana's precedent, and the buyback bid

The proposal does not hide the cost to operators. On measured ownership, 24 of 405 pools lose economic self-sufficiency at spot at the target rate. Against the $4.30 reference, the count of validators whose revenue covers $500 a month for block producers and $200 for standard nodes falls from 170 to 146. In the bear case at $2.15 it falls from 133 to 105.

Its counter-argument is that issuance never protected the tail in either direction. NEAR already halved the cap from 5% to 2.5% in 2025 and staking APY went from roughly 8-9% into the 4-5% range. Solana ratified a move from 3.82% to 1.50% across 2.8 years, with gross yield going from 5.84% to 2.25%, a 61.5% compression, and 30 of 738 validators lost viability. NEAR's version compresses less and hits a smaller share of operators, 5.9% against 4.1%.

Adoption is its own fight. Polkachu has said it would adopt the corresponding upgrade. Axia asked for an assessment of validators whose active seats depend on delegations from validator-support programs, and of how that dependence changes during the ramp.

The offsetting bid is not a vote. NEAR Intents passed $32 billion of cumulative volume in the third quarter, up 45% on Q2, with more than $52 million of cumulative fees and more than $8 million captured for buybacks. Lifetime fee capture was 16.4% as of October 6 against 11.5% in the Q2 comparison, and the 30-day capture rate was 28.4%, down from 30.5%.

Set the two lines against each other honestly. The buyback is measured in millions per quarter. Issuance at 2.5% is about $422,000 of new supply a day at 4.717. The vote shrinks one side of that ledger. It does not close it.

4.9470 is the line the chart has to clear

NEAR topped at 6.0000 on October 12 and gave back 29.2% into 4.2500 on October 24. That low swept the 0.382 retrace at 4.2955 of the range from the 1.5380 low on August 11 to that 6.0000 high, by 4.55 cents. Three higher lows have printed since: 4.3510, 4.3890, and today's 4.5440.

The gate sits 23 cents above spot. 4.9470 is the 0.236 retrace and the 20-day moving average is 4.9501, so the two sit within 3 cents of each other. Volume is the weak part of the case: today's 14.89 million NEAR is half the 20-session average of 30.59 million. ATR14 is 0.4434, or 9.4% of spot, so one average session covers the distance to the gate in either direction.

The ladder reads 6.0000, then 5.4510 from the October 21 high, then 5.0110 from October 23, then the 4.9470 to 4.9501 confluence, with today's 4.8100 high just underneath it. Downside levels are 4.2955, then 4.2500, then 3.7690 at the 0.5.

A daily close above 4.9470 opens 5.4510 and puts the 6.0000 October high back in play. A break of 4.2500 hands the 0.5 at 3.7690 the next decision. Neither is a forecast. Watch the staking ratio too: the 3.372% figure assumes the September 22 ratio, and if staked NEAR falls, the same 1.6% cap pays a higher gross yield to whoever stays.

The calendar is short. The vote closes November 2 at 16:48 UTC with a supermajority required, then comes a full quarter of grace, then a protocol upgrade validators must adopt. Until that upgrade lands the cap stays at 2.5%, and 89,517 tokens keep arriving every day.
